According to Stan Horzepa, WA1LOU, this website will turn you into a bonafide "Amateur Radio Weather Spotter."
Not sure I'd go that far, but it is a good read, nonetheless. I'd still recommend checking out a local class on the subject, taught by a NWS or NOAA or Environment Canada weatherperson.
